On Tuesday, France’s foreign ministry explicitly accused Russia’s GRU military intelligence agency for recent cyber attacks in France. The French foreign ministry statement came fresh after many European countries suffered unprecedented power outages that affected Spain France, and Portugal.
At the moment of the publishing of this special report, Spain and Portugal have dismissed their power outages to being results of any cyber attack(s).
This places the position of the French ministry under greater scrutiny. The question that must be asked is if the French authorities have concrete evidence for Russia’s role in the power outages. Are they leveraging the power outage event to create political spin to perhaps force an altering of US position favoring Russia over Ukraine in the end of war peace negotiations, to bring America closer to the European position that want to continue supporting Ukraine continuing the war?

On this grave development, MLi Group chairman Khaled Fattal said. “This is a grave development. Regardless of whether the Russians were involved, or not, and whether the French have evidence to back their claim of this, the fact that an accusation by the foreign ministry of a nuclear power nation was made against nuclear power nation of perpetrating cyber attack(s) puts these two countries in a geo-poli-cyber stance.”
Fattal later added: “Repercussions with counter actions will and must follow by the claimant to send a strong message to create a deterrent. . This is an extremely dangerous escalation”.

The French authorities citied dozens of entities including ministries, defense firms and think tanks since 2021 were victims. The Frensh position is that Russia’s GRU has been attempting to destabilize France.
The accusations, levelled at GRU unit APT28, which officials said was based in Rostov-on-Don in southern Russia, are not the first by a Western power, but it is the first time Paris has blamed the Russian state on the basis of its own intelligence.
Survivability News was unable to find any evidence that the French authorities produced to back up their claim that Russia is behind the power outage or the other attacks.
The ministry said in a statement that APT28’s attacks on France go as far back as 2015, when the station TV5 Monde was taken off air in a hack claimed by purported Islamic State militants.
France said APT28 had been behind the attack, and another in the 2017 presidential election when emails linked to the party and campaign of the eventual winner, Emmanuel Macron, were leaked and mixed with disinformation.

According to a report by France’s National Cybersecurity Agency (ANSSI), APT28 has sought to obtain strategic intelligence from entities across Europe and North America.
Officials said the government had decided to go public to keep the public informed at a time of uncertainty in domestic politics and over Russia’s war in Ukraine.
Russia’s embassy in Paris has not made any statement to include in this report.
ANSSI said there had been a jump last year in the number of attacks on French ministries, local administrations, defense companies, aerospace firms, think tanks and entities in the financial and economic sector.
